A driver is software that allows your computer to communicate with hardware or devices. Without drivers, the hardware you connect to your computer—for example, a video card or a printer—won’t work properly.
Linux does require drivers. It depends on what type of distribution you are using, a distribution designed for pc or students or office use will come with some basic open source driver pre-installed i.e Wifi, Bluetooth, Ethernet, etc. So for a normal person it could be a operating system that doesn’t require drivers. If you had ever noticed GPU drivers never comes pre-installed in any distribution because users got different choices between Intel, AMD and Nvidia and one driver won’t work with everyone.
In a similar manner Windows comes with some pre-installed driver. But sometime it doesn’t work and you have to install the driver provided by your motherboard manufacturer.
